On the rare occasion that a snap shot can be considered fine art, the photo is most likely to be of nature. This is because fine art needs to have at least one of the 7 elements of art and all 7 can be found nature. There are other times when a snap shot can be considered fine art, but it must have at least one of the 7 elements.
